[Known] Internal lights on property are counting as external lights

Title: All lights on property are counting as external lights

Details: All the lights placed on property are counting as external lights, including the ones placed inside.

Steps to Reproduce:
1. Place light on wall inside the house--note: I was trying to use Iron Wall Lamp, Wall Candle, and Frosted Glass Chandelier
2. Observe the External Light count increases (when it shouldn't), Internal Light does not (when it should)
3. Leave the lights on the wall for the next part.

Part II
4. After logging out and back in, observe the count of lights is now properly counting lights inside the building as Internal and those outside as External
5. Place an additional light on the wall
6. Observe the External Light count increases (when it shouldn't), Internal Light does not (when it should)
