[Known] Lightning spells leaving electric animations all over the place.

    Title: Lightning spells leaving electric animations all over the place.
    Reproduction Rate: 100%
    Blocker? No
    Details: When fighting another player in PVP, casting lighting spells at the player, left lighting charge bolts all over the area we were fighting. it's now been over 10 minutes and they are still there.
    Steps to Reproduce:
    1. Fight something (another player in this case) and use chain lightning and lightning.
    2. Kill them
    3. See if charges remain in the area after the fight

    I suspect there was a desync in at least one of the prior QA builds. But it no longer seems to be happening in build 673 after further testing. In fact I think a variety of bug reports were all related to the same core issue.
    While this is GREAT news if you see anything like this again please bring it to my urgent attention.
