[Known] Locked items in inventory - no error message when attempting to use locked repair kits

    Title: Locked items in inventory - no error message when attempting to use locked repair kits
    Reproduction Rate: 100%
    Blocker? No
    Details:
    When repair kits are locked to inventory - there is no error message or any other indication of failure when attempting to use them for repair.

    Expected - an error message (in chat or a popup box) staying that "locked items in inventory cannot be consumed."

    There is already an error message in a popup box for attempting to move locked item out of inventory.

    Steps to Reproduce:
    1) Lock repair kits to inventory
    2) Attempt to drag repair kits onto damaged item (carpentry, tool, etc.)
    3) Observe that there is no error message or indication of failure - in chat, in a popup box, etc.
