[Known] Lute of Inspiration - no longer gives a buff when played

    Title: Lute of Inspiration - no longer gives a buff when played
    Reproduction Rate: 100%
    Blocker? no
    Details: playing the Lute of Inspiration appears to NOT give the buff (the buff icon below my avatar name in the upper left does not appear). I was able to reproduce this consistently with 2 different Lutes an with two different players.
    Steps to Reproduce: sea above.

    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-6700 CPU @ 3.40GHz (8) System RAM: 32704
    GPU: NVIDIA GeForce GTX 1070 GPU RAM: 8088
