[Known] Major Hitching when Deck Modify window is open

    Title: Major Hitching when Deck Modify window is open
    Reproduction Rate: 100%
    Blocker? Not really
    Details:
    When you interact with items while your modify deck menu is open, your game hitches a ton.

    Steps to Reproduce:
    * Open your deck menu
    * Click modify a deck (make sure that a full set of gear is associated with that deck).
    * Click and drag an item while the modify deck menu is open
    * observe horrible hitching

    OS: Windows 10 (10.0.0) 64bit

    That's a good spot to use...I used that same location as it is easy to see there.
    My hitching was not as bad as yours, but yeah, it is obvious.
    This may improve under general performances changes but I've submitted so the tech team can take a look.
