    Steps to Reproduce:
    1. log in
    2. start new character
    3. use mouse wheel on each End user license agreement and Commercial Terms of service boxes
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i5-6300HQ CPU @ 2.30GHz (4) System RAM: 8055
    GPU: NVIDIA GeForce GTX 960M GPU RAM: 2019

    More details:
    Most average joe new players may expect the scrollbar of the End user license agreement / Commercial Terms of service
    to work with the mousewheel.
    You should add the mousewheel tech to improve the New User Experience (NUE) in those parts of the UI.
