[Known] No stags in stag encounter

    Title: No stags in stag encounter
    Reproduction Rate:
    Blocker? No
    Details: I was near the Kobold Encampment when I decided to do the stag encounter that spawned near there. I entered the encounter and waited for the stags to spawn. Nothing spawned.
    Steps to Reproduce:
    - Enter the encounter.
    - run around and see if the stags spawn
    User Specs:
    OS: Windows 10 (10.0.0) 64bit

    Area: RandomEncounter_Forest01_Road/Stag_Dragon

    Happened to me yesterday too, but didn't bug it with a stag encounter near Boreas Colossus :(
