Title: NPCs sit in mid air as part of animation cycle

Details: Observed in my POT with both the Town Crier (at entrance #2) and the NPC pictured here at the crafting pavilion. NPC goes through idle animations and sits down with no chair for about 10 seconds as part of the routine.

Note: I was going to try to place a chair in the vicinity to see if the NPC would make use of it (as the NPCs do (who are placed) inside the POT NPC buildings), but the 'sturdy chair' I had at hand could not be placed as pot deco. . I suspect that if a chair was nearby the NPC would sit in it.

Steps to Reproduce: observe NPC for a period of 2 minutes max.
