4. Every player's health appears to be only about 90 percent full. At no time does the red bar reach the normal, maximum level. My health, however, appears normal.

I cannot repro this the way you described it, I'm afraid.

 

It's still happening 100% of the time for me.. but if its just me than no big deal.

 

hmm. Having buffs or a pet does not matter? Relogging keeps things the same?
You are probably not the only one seeing this. I'll keep an eye open for other reports.

 

Regardless of pets or buffs, everyone's health appears to be slightly less than maximum.

I am seeing this also and have the overwhelming instinct to send a team invite just so I can heal them.

I have been in party with others, observed their faux damage, and healed them. And then others in the party still see the phantom damage until they also cast a heal on the person.

I have observed this on players with and without food/buffs/blessings/potions in all possible combinations.

 

Okay, I randomly showed up in Owl's Head and I think I got enough info for a report (asking others for their viewpoint on what they saw, as well).
Big shoutout for Wazxlaf VonFellu for providing insight on what he saw on his screen.
And thank you all, as well. Lots of health bars are not even visible. When they are, they all seem to be at 90% health, approximately.

not sure i understand something here: we're not SUPPOSED to see health bars that are full, so them not being visible is not a bug. it's a just an easy way to see who's having the health bug.
