Details: Maybe this is intentional. In Serpent Spine Foothills it is raining in only part of the scene. From the dry part you can clearly see where the rain begins in the sky.

Shortly after I encountered this phenomenon I had a terrible game crash. I had to reboot twice to restore my computer correctly.

 

I encountered this near the default entrance of Broochash. My report was going to be that it was raining when no rain was listed in the compass information. I then noticed it was only a small patch. It stopped suddenly when dusk turned to evening.

 

Confirming report.

 

I saw an instance of this in Blackrock Cove. Only very very localized.
When i moved towards it it kept moving ahead of me.
