    The Rogue Kobold Frostgeist Skull can only be placed on ground - not on a table, etc.

    Expected - to be able to placed on shelves, tables, etc.

    Steps to Reproduce:
    1) Attempt to place Rogue Kobold Frostgeist Skull as deco on a table - unable to do so
