[Known] Skills (K) window not syncing using multiple accts

Title: Skills (K) window not syncing using multiple accts

Details: The Skills (K) window doesn't appear to be syncing the amount of skill points invested in each school after I login to a different account.
Steps to Reproduce: Login to account A, click K to view skills. Login to account B, skill totals over the skill tree from account A will persist in account B session.

We have a bug open for this: #33743. Restarting the client fully between switching accounts will prevent this issue, in the meantime.

np. I know in other games there would be a folder structure with separate configuration like /account/character-name.cfg or whatever
