Title:Steam Valve upon entering Serpent Spine Mine works but does not activate elevator

Details:See above. It probably will not matter much since I would think this Mine is probably only visited by a few people. Once access to Graff Gem Mines is available through Owls Head Rift I doubt anyone will be here. I only stopped in to verify that light was working on my cloak again
Steps to Reproduce:Enter Serpent Spine Mine try using Elevator
