Details:
Should the ferry function in any way?
No, nothing's happening.
Is the ferry just decoration?
Then the player, ME, is very misled. Almost got more involved with the ferry than with the rest of the game/world.
I'm pissed off...

The fact that I can use the ferry out of town doesn't count here. The map lets me assume that it goes right from here... ...

Those are deco boats. I can tell by the style and design. Most transportable boats (but not all) have various colored sails - red, for example.
But I see what you mean by the map. Looks like it is missing one that goes to Celestis (or the map is simply wrong).
