[Known] Unable to throw snowball

    Title: Unable to throw snowball
    Reproduction Rate: 100%
    Blocker? No
    Details:
    When you drag a snowball into your non-combat bar, the "Throw Snowball" skill is shown there.

    However - the skill is always greyed out/inactive, so you cannot activate the skill and throw a snowball. This occurs even if you have a locked target (say a player, or a gustball).

    Also - snowball is not tagged as a consumable, and it cannot be placed in a combat deck.

    Steps to Reproduce:
    1) Drag snowball into non-combat bar
    2) Observe "Throw Snowball" skill is inactive
    3) Target a gustball (or a player)
    4) Observe that "Throw Snowball" skill is inactive - no way to activate skill and throw snowball
    5) Attempt to place snowball in a combat deck - unable to do so (unlike other consumables)
