[Known] using instrument music removes global cooldown

    people have been exploiting this in pvp and it ruins the game;

    Title: using instrument music removes global cooldown
    Reproduction Rate: 100%
    Blocker? YES
    Details: use a skill with long global cooldown and use instrument to bypass and reset global cooldown
    Steps to Reproduce:
    1. use rapid fire
    2. play instrument
    3. use rapid fire again
    4. play instrument
    5. use rapid fire again, note the global cooldown gets removed everytime
    User Specs:
    OS: Windows 7 (6.1.0) 64bit
