[Known] Walter in The Clink doesn't show name even when asked

    Title: Walter in The Clink doesn't show name even when asked
    Reproduction Rate: 100%
    Blocker? No
    Details: When speaking to Walter, and asking for his name, their name will then show above the NPC. His name is never shown, even when asking him.
    Steps to Reproduce: Speak to Walter and ask his name. After leaving conversation, note his name is not shown above him.
