    Sotamap says kyle is at Aerie (391.9, 30.9, -151.5), when i go there's it's a normal blacksmith merchant, but he has stars over his head.

    So, i imagine, this is still a bug.

    I fixed this by going to that location, going to Options -> Interface, and unchecking "Skip Conversation With Merchant".
