Lighting in Homes and Basements

Title: Lights placed in house/basement are not all working

Details: Lights (wall torch, obsidian wall light, etc) are not "turned on" and will not turn on when clicking them. Iron Chandelier seems to work.

Steps to Reproduce: Observe a light in house or basement, attempt to turn on or off, they are always off. Lights appear to work properly in dungeons on lot though.

@tioga trailrunner, this is a bug that has been fixed on live, but right now qa is deliberately using older versions of some things in order to be able to catch the exceptions.

 

Just to insure, this is still the case in SotA.QA.Win.64.981.Date.04.09.20, correct? I don't want to repost an already known issue.
