    When you enter any town, the loading screen should be a picture of the town you are entering.

    That is currently an option any Governor of a POT can have, if they wish. Some NPC town will show an image of the town, like when entering Tanglemire. But first they would have to create an image for all of the npc towns in the entire game....

    Yes I have one, so far I only seen Silverdale market and Rajazel having one of those. As @Anpu says it is available on the site under Store and then Game services.
