There are a lot of recipes that are teachable.
If you message some of the crafters in the game they will gladly give them to you via the trade window. It takes a long time but saves you a lot of gold.

Other recipes are available in NPC vendors (Housing, Carpentry, Tailoring)
Some are only available as drops from adventure areas. (Killing things)

If you need something specific, ask and someone will reply with where to get it.

Mac in Serenite (Grunvald Region) has a lot of recipes for sale that are drops. Bring your wallet. There are also some in Novia Market, and neighboring market towns (near Brittany). The POT next to Owl's Head (begins with an "M", forgot the name) has some, too.

Look at the wiki. If recipe is listed as ‘reteachable’ that means it is discoverable by putting correct quantity of mats on the crafting table. If it says ‘teachable’ you can learn from another player. It can easily take 45 min to transfer teachable recipes from one player to another, there are a lot! If it is nonteachable then you must find recipe in game. The various npcs - carpenters, tailors, etc sell recipes for 250+ depending on demand. Rare recipes are mostly for gear, come from loot drops, and can be found on player vendors. Crafters town has a dedicated recipes vendor. Crossroads Alley has several as well. Rare drop recipes can get expensive, however if you are patient you can often find deals, or if you are looking for a specific recipe posting that can help.

There are a few vendors in Veritas Sanctuary with 20 or do recipes each.

All over. In many towns upstairs from the bank there is a Housing Decoration Vendor. Each region's deco vendors have unique recipes. Some regions have only one or two towns with such vendors, some may have as many as four with the same stuff. For recipes that aren't on the Housing Decoration Vendors, they may be found on two or three specific vendors scattered around. Ardoris, Owl's Head, and Resolute are a good start for those.

There are spreadsheets out there with lists of recipes and where to find them. On sotawiki, the pages for items and recipes may show the vendors that sell them and the town where they are located. Or you can do what I did, travel the world, see what each one has, and make your own list. It's also a good way to learn your way around the lands.

I considered doing this as well, but the nature of player vendors' offerings, stock availability, and prices are constantly changing that it may make this effort futile for all but only the most solid of player vendors.

The items in question (recipes) don't have stock availability problems on vendors, and while there is a demand pricing system, it is dormant in the current state of the game. Even when it was an issue, it was mostly with crafting supply vendors in popular towns, and could be bypassed by bulk shopping at less popular towns. I have heard Chris talk in astonishment at how much people would pay for coal, probably without even realizing it.

For recipes, I have only ever seen this happen the first day or two after a release.
