Lt. Tilton Needs to wave - he's got the utility bar!

    Not only does he need to wave, he needs to launch NPC dialog. I know we wanted to not have vendors launch NPC dialog, (me too) but in this case it's super important that players don't miss it!

    Another option would be to drop another NPC in there who's ONLY job is to open up the Advanced Techniques. Maybe that's the best option actually. Then Lt. can just be a normal skills trainer.
