Mobs not spawning

    Title: Liches won't respawn
    Reproduction Rate: first appearence, haven't reproduced yet
    Blocker? No
    Details:
    Steps to Reproduce: Go to Deep Ravenswood, see dead Liches on the ground. Run around for >30minutes, Liches still dead. Also skeleton that spawns lying down and refuses to get up.
