    For the "Largest Fish (NPC Town/Misc Locations)" there are 2 freshwater zones & one saltwater.

    Shouldn't they all be fresh?

    When that happens you just fish the city with saltwater.

    There's towns out there with 2 water types so check out other areas of the town to see if you can find some saltwater.
