Moon Beams not working Correctly

    Details: Anything with a range past 3 will not be effected by Moon Beams, anything up to 3 range will be effected.
    Steps to Reproduce: See Details.

    PS: Clarification, Spellrange is max 20, area of effect is 3, however anything not close to the avatar is not being effected by the spell, as though it is max 3 range from the avatar itself rather then at target circle.
