More accurate skill tracking.

I can see plainly when my efforts improving skills at lower levels are effective.
Once you get into the 90's with some skills, it is not. I notice this painfully with fishing.

I'd like to hover a skill and see a decimal perhaps. So I can tell when I'm making an
actual difference. So when you're fishing and actually catching fish over and over
I'd love to be able to see 97.10 or 97.15 etc.

Some times late at night you start to see things, like your skill bar moving a smidge, even when it's not.
This is probably also painfully obvious when doing master work crafting or even late level crafting in
carpentry / smithy.
