I wasn't sure where to post this but ... here goes. With the great changes made *esp* to the watering of plants. Is there anyway to have a plant *tagged* with the name of the planter. Back of this request is the fact that there are public gardens abounding and sure to be more.. with all the beds around sometimes it is easy to forget which one exactly you planted in ... if the plants or just the beds would have *owner* tags on them for the most recent user it would minimize the accidental pilfering of other peoples hard work...

I read that in those cases you can only see your plants, is that not true?

You could always place a note down near the planters with your name to avoid confusion.

No, I don't think that is true.

In npc towns eventually there will be public gardening spaces... which will likely be instanced only to yourself.

The public gardens in the OP (correct me if I'm wrong here) are referring to community gardens on player lots. The way to prevent overlap is to set a planter to private. That should defeat anyone with the same or lower permission level from harvesting your plants. However, it will also prevent them from planting there... so I would consult with the garden rules before attempting.
