Details: Hyun says he doesn't need any more letters until you finally have all of them in your inventory - possibly reversed of intention?
Steps to Reproduce:

Speak with Hyun when quest is open for repetition, he will inform you that:

How many times did you do the quest? (1st day you can do 2, next 1 daily)
Do you have 5 different letters?

 

Good point @Awe - I have already done this quest nearly every day since it came in. I have not tried any kind of reproduction on a fresh character without the quest completed.

 

Doing it daily, didn't have bug today.
Maybe you came too early 1st time? before the quest reset?

FYI @Sannio - Confirmed this again today - FYI. 100% Repro.

- Spoke w/ Hyun with all 5 letters in my inventory - he opened the trade window and has the quest ready to complete.
- Discarded the "Letter from a forlorn wife"
- Talked to Hyun again - says he has enough letters.
- Got another rare letter and talked to Hyun - he opens trade window and quest is complete.
