Aerie - All the NPC's in the entire town are gone

    Title: Aerie - All the NPC's in the entire town are gone

    Blocker? Yes
    Details: I was helping a new user and he kept mentioning all the NPC's were gone. So I teleported there, and yes, ALL of them are now gone. This is in Open mode.
    Steps to Reproduce: Go to Aerie currently
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Xeon(R) CPU E5-1620 0 @ 3.60GHz (8) System RAM: 16303
    GPU: NVIDIA GeForce GTX 750 Ti GPU RAM: 2007
    SotA.Win.64.816.Date.07.27.18
    Area: Novia_R7_City_Aerie
    Area Display Name: Aerie
    Loc: (93.7, 27.9, 10.7)

    EDIT: They DO show up again in Private mode.

    EDIT 2: They are back now.

    Unfortunately we are not able to reproduce this problem internally. More information is needed as to what situations cause this issue to occur.

    Maybe it was a bugged/bad instance? I had an issue once in Blood River Outskirts where the enemies were spawning oddly and Lexie had someone from programming restart the instance..
