    Are you still experiencing this issue? I am unable to reproduce this issue given the information provided. Please re-post if you are able to narrow down reliable steps to reproduce this issue.

    Note that this item cannot currently be placed on player-owned towns, but it will be able to be placed on POTs after the next patch.
