[Needs More Info] Nightstep not working correctly

    Nightstep with Moon Specialization and 84% chance to mesmerize does not work. Tested on 4 players in pvp (as the zone host and not as the host) Icon for the Nightstep mesmerize debuff will show on my screen but not on the targets screen. It does also not affect the crowd control debuff percentage. The player will show the debuff on my screen but the target has no debuff and can still move and fight as normal. So player will not actually be mesmerized.

    I tested this on QA, and see it's working on both Practice Dummies and a test account (PVP). I can verify it actually worked on the 2nd game client as well, not just seeing the status icon.

    Is this still happening in the latest release/patch?
