[Needs Repro] Disabling shot not being applied

    Title: Disabling shot not being applied
    Reproduction Rate:?
    Blocker? No.
    Details: I use Disabling Shot While fighting wolves and corpions in Wynton's Folly and the debuff always shows under their health bar but sometimes it isn't applied and they still move at full speed.
    Steps to Reproduce: See "Details".
    User Specs:
    OS: Linux 4.17 unknown 64bit
    CPU: AMD Ryzen 7 1700 Eight-Core Processor (16) System RAM: 32157
    GPU: GeForce GTX 1070/PCIe/SSE2 GPU RAM: 8192

    Yeah, I couldn't find any way to accurately reproduce it.
