no exceptional item bonus for prosperous tools despite tooltip

    Title: no exceptopnal item bonus for prosperous tools despite tooltip
    Reproduction Rate: 100%
    Blocker? No
    Details: Normal 80 gold smithing hammer is 25% exceptional item chance. Smithing hammer of prosperity which says "+3% blacksmithing exceptional item chance" is 25% exceptional item chance. There is no bonus being applied.
    Steps to Reproduce: Try two tools listed above.
