North Drachvald Spur - watchtower bonfire does not trigger high level bandit attack

    Title: North Drachvald Spur - watchtower bonfire does not trigger high level bandit attack (? not implemented yet?)
    Reproduction Rate: 100%
    Blocker? No
    Details: I killed all the bandits and catapults, then lit the bonfire on the watchtower. I repeated this 3 separate times and never triggered a higher level bandit attack. Not implemented yet? Maybe have to light the bonfire more times?
    Steps to Reproduce: see above.
