Title: When deleting character and starting a new one, Virtue is not wiped

Details: If you delete a character (that only has one charter on the account, no secondary) Your virtue is not wiped, but still retained. As are your guild (if you are in one) and permissions. Only your quests are wiped.
Steps to Reproduce: Delete character that only has 1 character. Start new character and get to an oracle conservatory and see what your virtue ratings are. I DID use the same exact name, if that matters.
