NPC dialog being sort of interrupted by player chat

    Title: NPC dialog being sort of interrupted by player chat
    Reproduction Rate: Several times in Solace Bridge Outskirts
    Blocker? No
    Details: "Sort of" because the conversation continues, but the chat window pops up when someone in party (not sure about zone and local) starts talking. This happens if the chat window is pinned or not, already open or manually closed.
    Steps to Reproduce: Be in a party, close your chat window. Go talk to an NPC. Have someone in party talk.
