[Fix Needs Testing 68200] NPC pathing issues with small haystacks

    Title: Twin Spire Manor NPC wrong placement, no movement. also Tamed Pet issues
    Reproduction Rate: 100%

    Details: Twin Spire Manor on a City lot.
    1. Place a pet/npc along side of building, when it appears, its actually placed off of the lot.
    2.Placement in front of building seems ok.
    3.Placement inside, jumps to a couple of possible locations different from actual.
    4. NPC's/pets will not patrol, will not follow, will not teleport.
    5. Tamed pet cannot be summoned anywhere inside. Call goes unanswered. They can be summoned outside of building.
    6. Summoned pet will mostly walk around the boundry of the lot. Will not enter building, will not teleport.

    Ok I have a solution. The cause is small hay stack.

    I stored the building. Gave empty lot. Everything worked.
    Placed a different building. Everything worked.
    Pulled building out of storage. Same problem.
    Went to Hometown, tested summoning in Twin Spire Manor and Turreted City Home. Worked in both.

    Returned home. I had noticed inside placed pets/NPC would either spawn at front door, or on carved figured oak cabinet.
    Moved cabinet. spawn changed to either front door or where cabinet was placed.
    removed cabinet. spawn continued either front door or where cabinet was.
    placed cabinet in a different location. No change. still front door or the old location of cabinet.

    Started removing deco in house while testing. Still nothing.
    Noticed a similar problem with Barn on this forum.
    Removed "hay type" deco.

    Spawns started working correctly. Summoning inside started to work.

    Replaced items one at a time. When Small Hay Stack placed, summoning and spawns broken again.
    Removed hay stack. Spawns working.
    Placed Small Hay stack inside (different location). Spawn/summoning became broken again

    Small Hay Stack is the culprit here.

    Guess it's broken again :)

    I Also just tested small haystack on a different "village" property. Also broke the spawning there too.

    The haystacks are breaking deco pets, and also prevent players from casting some AOE spells on the lot.
