NPCs merchants missing in Harvest

    Title: NPC merchants missing in Harvest
    Reproduction Rate: 100%
    Blocker: yes/no
    Details: NPC merchants at Area: Harvest (Novia_R8_City_Harvest) Loc: (19.4, 38.2, 12.0) are missing from their fruit and vegetable stands. I waited through the entire day cycle and none where to be found
    (see screen shot below).
    Steps to Reproduce: Just go to above location during the day (midday would be good).
