npcs react to weather

    npcs that are outside can currently react to time of day by pulling out torches. i'd like to see them react to weather by pulling out umbrellas. obviously, this wouldn't apply to ones who stay in their shops or ones who have outdoor patrols but are currently on scheduled sleep time.

    but those poor town criers and bankers... actually, they don't have torches for night currently either.

    ...and of course, don't want a torch and an umbrella at the same time. maybe a torch and a hand lantern?

    love this idea. would be a good time to also make sure / fix NPCs aren’t taking out their torch and then using putting it away on a loop..or using an emote that makes the torch vanish and reappear
