You shouldn't be forced to unlearn/forget a skill to be able to render it useless.
It should be made possible for the player to disable/deactivate any learned skill from the skill tree without unlearning/forgetting that skill.
Few other multiplayer games such as FO76 do not force the player to have all learned skills to be active in the character build.

Each skill hast 3 possible states you can change by clicking on the symbols in the skill tree.

Learning = green up arrow (on each usage a percentage of your pooled exp is transferred into this skill)
Un-Learning = red down arrow (on each usage a part of the skills exp is transferred into the pool with a small loss of exp)
Not changing = straight line (the skill is neither getting or losing exp)

With the straight line you have the option to disable the skill progress without the need to forget the skill.
The only exceptions are the specializations. They just have the learn or un-learn option and while you have one specialization active the others are automatically set to un-learning.

The states are learning, unlearning and maintaining. You can have one set to learning and another set to maintaining or both set to maintaining. The others mast be unlearning.
