It is clear that he does not have to be there. But all the same, since we are talking about the fact that resources can be extracted, they want to be in the locations where they should be. It's not right that the craftsmen are obliged to buy the same coal, although in the mechanics of the game it must be mined.

Probably it's a whole idea about the amount of some resources on the map. For example, gold and silver are in sufficient quantities. But some other resources do not understand how and where to look.
