    Title: Over Encumbered Focus Drain only happens on Overworld

    Details: I'm in the middle of moving my belongings from Brittany Fields to Northwood. I am on trip 3 now. I am over capacity by 601.4 pounds and should be receiving -21.3 Focus per second while moving according to the tool-tip. I am only losing focus on the Overworld though. Went back and forth between Novia and Northwood to confirm.
    Steps to Reproduce: Grab everything you have in the bank from one town, throw it in your backpack, then travel to another town to deposit everything in that bank.
