Overweight focus loss does not match between scenes and overworld

    Title: Overweight focus loss does not match between scenes and overworld
    Reproduction Rate:3/3
    Blocker?No
    Details:Not draining in scene, and was running out quickly in overworld. I had one small focus buff applied. So I went into another scene to check, still not draining there, ate another food, still draining on overworld.
    Steps to Reproduce:Get overweight, but not draining focus level in scene (-75% movement for me right now,) go to overworld.

    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-5820K CPU @ 3.30GHz (12) System RAM: 32604
    GPU: NVIDIA GeForce GTX 1080 GPU RAM: 8144
    SotA.EarlyAccess.Win.64.502.Date.11.08.16

    I think it is set not to drain inside town/housing areas for the purpose of assisting crafters, Does it work in adventure scenes?

    Ah, I see. I haven't tried in Adventure scenes, I'm a merchant. :) I'll make a UI suggestion to avoid this issue.
