Overweight + using station = disabled cloth simulation

    1. Title: Overweight + using station = disabled cloth simulation
    2. Reproduction Rate: 100%

    4. Details:
      When severely over-encumbered, and using a station (such as tailoring or carpentry), the cloth simulation on cloaks seems to disable. Going into options and disabling/re-enabling resets it. It doesn't appear to happen when one isn't over-encumbered.
    5. Steps to Reproduce:
      1) Enable cloth simulation in options, if it isn't already, and wear cloak.
      2) Over-encumber yourself significantly, so that you're hunched over.
      3) Use a station (tried it on carpentry and tailoring +5 stations)
      4) Exit station, and examine cloth simulation (it should now behave as though cloth simulation is disabled)
      5) Go into options, unclick and re-click "cloth simulation", and cloak should return to normal.
      6) Can repeat going to #2

    I'd like to add some more information.

    I logged in again this morning and was having and couldn't reproduce it initially. It took maybe a half-dozen tries on different stations before it started. So the reproduction rate isn't 100% this morning... it's intermittent. Using/un-using stations seems to produce it eventually.
