Details: I turned on the sparkles, and I noticed one for Owl's Head to "Ask Wycliffe if he needs help" -- however, talking to him about help doesn't have any effect.

You have to tell him about freeing Norman and that Nestor is a necromancer and he'll open up the next portion of the quest.

HOWEVER...

Even going through the further dialogue does not clear the quest from the journal, nor does it seem to trigger the help you used to get in the next portion of this quest line (assuming that Wycliffe and Norman joining you for the next part is still active)

 

Yeah same here. I *freed* Norman (by uh, walking up to him and talking to him). I then spoke to Wycliffe about Norman. Wycliffe gives you the next step of the quest, but doesn’t clear or update the journal to the next step. Also there was a keyword Thank which I believe is also related to freeing Norman, but clicking on the Thank keyword does nothing. I also did NOT kill the Necromancer.

I think possibly this quest just wasn’t finished? As in I’d assume you actually need to actually free Norman, instead of just walking straight up to him....

 

It used to be finishable. You had to kill Norman's guards and then Wycliffe would join uou at Ravensmoor.
