Owl's Head - Black Texture over Store Signs

    Title: Owl's Head - Black Texture over Store Signs
    Reproduction Rate: 100%
    Blocker? No / Partial (can't read signs)
    Details: There is a black texture over the signs on stores, presumably these were clear before and not visible. Now they make the signs unreadable.
    Steps to Reproduce:
    1) Go to location below in Owl's Head
    2) Observe: Black texture over signs.
    Note: Was also visible on previous patch
    Additional Notes: See attached screenshots, Also visible in Ardoris, Brittany Alleys
