Pop-up on hover sticks when mouse is outside of game

Details: When the mouse cursor leaves the gameplay window a "hover popup" can stick around, blocking the gameplay view.
Steps to Reproduce: In "Borderless fullscreen mode" hover over anything close to the edge of the screen long enough to get a popup, then quickly move the mouse off the window somewhere else. The popup may or may not disappear (depends on how fast you moved the mouse).
