Details:

• It is possible to use all Active Shield skills even if your equipped shield is broken.
• Not sure whether this is intended or not, but it seems odd to me, so I'll report it.

Steps to Reproduce:

1. Acquire a broken shield (or break one yourself)
2. Equip said shield
3. Acquire a skill that requires a shield (I was using "Dig In", but any of them work)
4. Enter combat and use the skill
5. Observe how the skill works.
