POT NPC banker can be talked to from outside its range limit

    Details: When talking to a banker in a POT, if you are not within about 5m from the NPC, clicking on the "Bank" button, the banker will say "As you wish." as usual, and not enter the bank UI. If you have NPC chat filtered out, this becomes a "nothing happens" situation, but it's still confusing even if you don't have it filtered.
    Steps to Reproduce: Go to a POT NPC banker (PRT bankers may work too), stand 6m away, then talk to the banker. Click on the Bank button and you will not get the bank UI.
