POT NPC building lights are mostly not on by default

    Details: Lights in POT NPC buildings are not all lit by default, and in some cases almost all (or in fact all) are off. I can provide a listing of each light if required. (just let me know)

    Steps to Reproduce: Observation of each NPC structure. All are affected (except the Moon Tower) I used the bank as an example ... please see the video below. NOTE: it also appears that wall lights that used to exist on the first floor (on the left and right outer walls) are missing completely. This occurred a couple of releases ago. Now there is only a single candle between the tellers to light that area (and it isn't even on).
